They've had foreigners design Pokémon, they've had foreigners write Pokémon episodes, not to mention there's an entire Hollywood live action subbranch now. As of late, Japan's been using the international Pokémon logo a lot, while referring to the English localized names even in Japan-only stuff. I think more likely they're trying to appeal to the overseas audience. If the idea is to have "no protagonist," they should still have a flashy placeholder character like any MMO. They might show up in the TV anime, they might even get their own short anime, and they're definitely will be protagonists in the Pokémon Special manga. Maybe, but these characters are still going to be all over the marketing. I've seen arguments that perhaps the idea is they're supposed to be customization friendly. They strip away almost everything that makes Pokémon "Pokémon," from the bold flashy outfits to Sugimori's narrow eye style. They look really bland, kinda like NPCs, designed to look as neutral as possible. Ignoring the fact that the new starters look like Neopets, I'm not big on the look of the protagonists. I'm not a huge fan of the new Pokémon designs, as I've kinda pointed out today already.
